Transparency International Lithuania (TILS) is a non-profit, non-political organization established in 2000 that co-operates with state and non-governmental organizations in and outside Lithuania.  The goal of TILS is to analyze the phenomenon of corruption, to promote civic anticorruption initiatives and to inform the public of the anticorruption activities in Lithuania. It is a part of a worldwide organization Transparency International which is a global civil society organization leading the fight against corruption, bringing people together in a powerful worldwide coalition to end the devastating impact of corruption on men, women and children around the world.

TILS was established in 2000 and over the past couple of years paid particular attention to the issue of EU structural funds allocation and implementation in Lithuania and new EU member states. Involvement of civil society representatives helped at least partially to achieve results in greater transparency and effectiveness of EU SF allocation in 2004-2006. In the course of its campaign Transparency International Lithuania was actively engaged in the EU SF public discourse, prompting politicians and public servants to make the process of EU SF implementation more transparent and accessible to the public. Based on the insights of the applicants for EU SF support and experts with the knowledge of EU structural funds, TI Lithuania came forward with its own suggestions how to improve the transparency of the EU SF allocation process in Lithuania. Unfortunately, the majority of the TI Lithuania proposals remain valid for the EU SF administration period of 2007-2013, even though TI Lithuania, together with other CSO partners, was invited to take part in the working group that deals with the administration issues of EU financial support for the period of 2007-2013.
